How to set two mandatory triggers for one tag?
On the article pages there is a block with the author of the publication, when the user has scrolled to this block and at least 30 seconds have passed since he was on the page, the tag should fire. The bottom line is that in Google Tag Manager for one tag you cannot set two mandatory triggers with the value "and" so that when both triggers are activated, the tag fires.

Time spent on the site and scrolling are 2 different events (i.e. tag activation associated with scrolling is not appropriate for a timer trigger).
You can set up 2 tags separately - by timer and by scrolling, and then segment sessions by these events (in the segment conditions and select the "AND" condition).
