There is a need to give some users (managers) the rights to view the tasks of their subordinates.
In this case, it must be done without using the "Set as an observer" option.

It is written - "Go to Tasks and projects, then click on More and there Permissions." I go, I click, and there I don’t have such an item, even though I’m the administrator of the box.

You missed the most important thing: "even though I'm the administrator of the box."
When did you update your box? The documentation in helpdesk.bitrxi24.ru is written for the cloud version, which is always up to date, and you most likely launched box updates and therefore it lags behind.
