How to set the modal window to close on a hotkey (CTRL + F4)?

I use Ubuntu+xfce, the standard combination CTRL+f4 does not work to close a modal window (a tab in a browser, and so on). How to fix?

unity tweak tool or ubuntu-tweak of some sort will have these settings I think. In general, it should be in the standard keyboard settings - hot keys or something like that. There definitely is.
