How to set the mobile view of the site so that the resolution is released below 980 pixels?

Hello, I can not set up a mobile view of the site. Used "viewport" content="width=device-width, initial-scale=1.0, maximum-scale=1.0, user-scalable=no" doesn't help. Doesn't want to show the site lower in width than 980 pixels. (Yii 1, CMS Yupe) What could be the problem?
