How to set the definition of a contact from a Google account, and not from a SIM card?

There is a phone LG L90 D410 (two-SIM) with android 4.4.2. All contacts from sims are imported into the google account (but left on the sims themselves!). Photos are assigned to contacts.
Problem: when calling, the phone determines the number (both incoming and outgoing) first from the SIM card, and not from the Google account. Accordingly, the name is substituted with the one on the SIM card (the name for the experiment changed in Google), and the photo is also not displayed. In the "Contacts" application, only Google contacts are displayed, but this, of course, does not help. When you delete the number from the SIM card, everything works as expected, the photo from the account is picked up normally.
Question: is it possible to set the identification of the number first by Google account, and not from the SIM card? Is this an android number identification prioritization or a bug (feature?) of a specific firmware? Is it possible to correct some configuration file responsible for this matter (if necessary, you can also get the root)?
Important: the contacts on the SIM card must remain (don't ask, why the elderly need it :)
