How to set the Bitrix page title?

14 version.
"SET_TITLE" => "N",
trying to set manually $APPLICATION->SetPageProperty("title", 123);
in result_modification, section - no way. header is overridden by SEO settings

Seo templates should be disabled. Uncheck the boxes in the SEO tab in the infoblock settings
