1) via svg - that's actually how it's done.
2) if you are not strong in svg - you impose on the image through absolute blocks that you twist through transform rotate, and sometimes you use transform skew. and you just light them up when you hover.
You can just css transform, :affter and ::bofore to get by and don't need svg. You can remove all elements in one svg, but you will have to insert inline directly into the page and duplicate the clip-path in css.
