How to set Russian language in Ubuntu Server 15.04?

In the console, instead of Russian letters, hieroglyphs are displayed (not squares - I understand this is another problem). Google refers to the locale settings.
What I have already done:
1) Installed packages with the Russian language
2) Checked the list of locales - ru_RU.utf8 is there
3) I looked at the settings for the current locale, it says this: LANG=ru_RU.UTF-8
I don’t understand where to dig further ... Who Does anyone know about this issue?

update-locale LANG=ru_RU.UTF-8 Did you re-enter the
system after your manipulations? =)
