How to set permissions in Windows Server 2008r2 to a directory?

There is windows server2008r2, AD. Employees are members of the Domain Users group
There is a structure:
Department
- General
- Directory 1
- Directory 2
- Employee 1
- Employee 2

It is necessary that no one can delete or transfer directories at the top level (General, Employee 1, Employee 2), inside the directory "General" users could perform any actions with directories and files, and in the "Employee i" directories - only a specific employee had the right to full access, and the rest could view his directory and copy files.
I tried it through Security -> Advanced -> Change Permissions, but as soon as I set full access to a specific folder, except for deletion, and for nested folders - full access with deletion, I can delete the top-level folder as well.

What about inheritance of permissions? And you should not install Full Access users ...
