How to set permissions for a group of users?

Hello. You need to set up two user groups so that one group has minimal rights and can add news to the news block. But they must be inactive after being added (shown in the screenshot) . The second group must have full rights in the circle of the news block and could add news, edit, and also delete, that is, fully interact with the news. How to do it?

Let's assume that both groups have access to the admin panel.
There should be no problems with group 2, everything is configured within the standard rights.
But with group 1, there will be an interesting question: you will have to catch the addition and change of an infoblock element on events (I would advise forcibly setting the activity flag to the N state).
Or do you have problems with writing code directly?

Look towards the "Document Management" module. It is better to implement content moderation before publication through it.
