If you log in via ssh as root, but the php command works.
And from other users writes forbidden command.

How to open access to the team to everyone?

What shell do the users have?
Similar to lshell. Add the allowed command to the list in /etc/lshell.conf if so.
Think before you open access to everyone. The whole point of using lshell will be lost
