How to set permission to use only one tag in the validator?

There is an xml schema of the form <?xml version="1.0"?>
And the validator schema itself:
<?xml version="1.0" encoding="UTF-8"?>
So the question is how to leave the tag in a single variant, t .e. so that when adding a second such node, the validator swears!?
