How to set encoding on denver?

Updated php version on denver to 5.6.11. It seems that all sites are working, but the encoding has fallen off. Setting httpd.conf doesn't help. How to be?

Add to .htaccess file

CharsetDisable on CharsetDefault utf-8 CharsetSourceEnc utf-8 AddDefaultCharset utf-8

Z:\usr\local\apache\conf
in httpd.conf to the line AddDefaultCharset windows-123 change to utf-8
