Now for users in the domain, I myself generate complex passwords every six months or a year, but the authorities require users to do this on their own and the system asked me to set a new password every 3 months. Whether me interests there is an opportunity to cut off in advance possibility to users to set passwords, difficult from the point of view of system, but simple from the point of view of the person? That is, from the point of view of the computer, the password "Q1w2e3r4t5y6" is complex, since there are numbers, small and large letters, if desired, and special characters to shove, but from the user's point of view, this is an easy password, seeing the set from the outside, it turns out to be too easy to remember it.
