How to track who/what is modifying a file?

Welcome all. Please help me solve a small problem: I have a website located on a VPS server. The site has a config.ini configuration file. This file "changes" with unpredictable frequency, as a result of which the site stops working.
VPS runs on linux. There is confidence that this is not intentional damage to the file, because. the changes are basically the same and there are only two types.
Tell me, is there a way to track who / what changes the file?
