How to set adapter priority?

Main Wi-Fi + TAP-OpenVPN
Required:
Set the priority so that all traffic except local and traffic to the OpenVPN server itself passes through the TAP adapter.
What can be done?
I did the metrics - to no avail.
OpenVPN throws a route 0.0.0.0/0 gateway and that's it.
The OpenVPN build has been modified and is not intended for broadcast by itself, but I manually entered it.
If you manually enter the route (route), then everything works ...

I don't quite understand what is needed.
OpenVPN builds all routes itself, based on the configuration file. Well, write everything you need in the server config. Routes imposed from outside are not very good, and are fraught with jambs.
