How to set access restrictions to sites on the RDP server?

Friends.
It is required to find a technique similar to parental control for the RDP WinServ server.
There are users who need to limit their internet usage to a few sites.
There are users who do not need the Internet - it's clear how to do it.
What are the suggestions?

RDS is a tool for terminal users to work on shared resources. Another tool is used to filter traffic. You need to look towards proxies or firewalls, and this will be a separate service.

I see three options:

  1. install directly on the same server a free (or paid) thread, but the simplest proxy server, perhaps even with transparent authentication support, i.e. will use the Windows users of this server. Unfortunately, I dealt with such proxies for a long time, but there were also free ones, among paid but inexpensive ones there is also a lot of choice (up to $100)
  2. run microtik OS on a virtual server inside the same terminal server, and assign it as a gate, all traffic will go through it, accesses will be separated by login / password
  3. the same thing, but instead of mikrotik OS, use the ready-made Russian IDECO gateway, it is free for up to 20 users
