How to set a flag in Chrome?

I don’t know how to use the command line, so I don’t use it to launch the program through it. An article written for testing in Chrome caught my eye (I have version 34). So the article says that for the script to work, you need to specify the --unlimited-quota-for-files and --allow-file-access-from-files flags in the browser, but I don’t know how to run them.
There is nothing in the chrome://flags/ tab to enable those flags, so how do I enable them?

Open the properties of the browser shortcut and in the "Object" field, enter the necessary flags separated by a space.
