How to server request android?

I'm just starting to learn android development, so I have a question: "How does the server request an android application?". For a more detailed understanding, I will ask by analogy. How, roughly speaking, in conditional ozone, do I receive a notification that the order is at the pick-up point? Does the application itself periodically request new data from the server, or does the server itself send data to the application? And if the server does it, then I would be grateful for any link with useful information on this topic.

The employee of the point of issue scans the container with the goods brought by the courier from the central warehouse. The software of the point of issue sends information that such and such a container is accepted at such and such a point of issue for such and such a user to the information system of the store/trading network/marketplace.
