How to make a custom android assembly?

There are 150 android devices. They are not running and are not tied to google accounts and they will work as kiosks.
You need to make sure that when you first turn on

1. there were no registration and authorization dialogs with Google services.
   
2. Launched my launcher app
   

Questions :

1. How to flash your apk into devices in such a large volume?
   
2. How to remove google stuff from the device the first time you turn it on?
   
3. How to permanently register my application as a launcher even before the device is launched

Are the devices the same? Then you set up one, take a dump and deploy it on other devices.
