Most likely nothing, you can only try with root. Then the method of distributing the Internet will not differ from ordinary Linux (iptables, etc.), ordinary android does not contain an interface for this. The distribution will be launched by a script from the command line.
From the point of view of android, USB Ethernet and USB when connected to a computer are completely different network interfaces, so when USB Ethernet is connected, distribution will not start like normal USB, even if USB Ethernet is supported in the system.
There is another option: the android connects to some minicomputer on Linux with USB and Ethernet interfaces, it distributes the Internet via USB as usual, and on this computer the RNDIS interfaces from android and Ethernet are combined in the bridge. So the distribution should work, there is no restriction that there should be only one device.
