We need a simple bot that will give out all the services and ask for a name and phone number, but I don’t want to sit on some service and monitor correspondence ... I just want to receive a message in a telegram that someone left a request and you have already contacted him according to the information given to him.

Everything is pretty easy in terms of implementation. You can send data to the administrator through the same bot, or send it by mail using smtp, but the first option is better. it will be easier to add the ability to check the status of the message - read / not read.
