It is necessary that at the touch of a button, an SMS is sent to a number from the site. Is there a manual for this somewhere? or some script in Python to connect it with a button on the site to launch. Or any other options? Asterisk is incredible. There are two proven options.
1) almost free and easy - send SMS from your mobile phones (no modems needed, only Android phones);
2) more complex, as already suggested, through modems in the office or using a GSM-VoIP gateway, such as GOIP.

If you do not have huge traffic and not tens of thousands of outgoing SMS, then I recommend using any specialized service for sending SMS. As a rule, they have a very simple API. You will save many hours of your time compared to setting up sending from your modem.
I use smsc.ru , at that moment when I chose a service for myself, smsc had the lowest prices. For several years I have not rechecked the fact that there is a cheaper way, so perhaps the situation has already changed.
