How to send pictures / videos to a VK user via url (vk_api)?

Good day.
In general, the essence of this fable is such that I can’t figure out the VK API in any way - namely, how can I send photos / videos (etc.) via url? So far it has worked only through the local path to the file, but not through the URL.
That is, let's say there is a photo URL ( https://....), I write it to the console, and the bot sends the photo to the user
