How to send MIDI signals from Win7 to Android via USB (USB ->USB OTG->microUSB)?

Good afternoon.
For the dissertation, it is necessary to receive MIDI signals about keystrokes from a synthesizer / midi keyboard on android.
I plan to connect via USB, in Android 6 there is MIDI support, but there is no synthesizer itself yet (I am considering buying a used one, but maybe it will stretch).
I have seen enough programs that seem to allow you to translate computer keyboard keystrokes into MIDI signals via the computer's MIDI interface.
Is there the same, but via USB?
Those. a program on win7 that will be able to transfer my MIDI messages to Android via USB.
Unfortunately, I am not well versed in this area, so the advice of the pros is required.
I heard about the difficulties when connecting android to a midi keyboard, that not all phones (with USB OTG network) \ OS (version 6+) support midi streaming, a rather large delay between pressing and reaction (several hundred ms on some models, OS). Is this true and how critical is it in practice?
Also interested in the issue of MIDI message streaming on Unity (receive midi messages directly in unity). As far as I understand, there are no assets for this under the droid (is it?) and you will have to write a native (?) plugin yourself using Android API calls for MIDI.
And what about such assets under UE4? Has anyone tried https://github.com/Geromatic/Midi-Unreal ?
It will also be necessary to play regular MIDI files, but this seems to be easier.
The issue of the engine is not yet fundamental (even UE is more interesting), but the presence of such a plugin will greatly reduce the amount of work.
