Here we need to start with what are the legal ways to send messages to each of the messengers.
telegram . Here you can create a bot for free and send free messages to subscribers to the bot. But the phone numbers of users will not be known, only their id.
How it was used on the example of one package tracking site: you had to write the /id command to the bot, drive the received id into your profile on the site, after that the bot began to send you updates on your packages.
whatsapp. There is an API for businesses that allows you to work in two modes: either send messages to the phone number that satisfy the templates agreed with WA (for a fee), or if the user writes an incoming message himself, a 24-hour window of unlimited communication with him with any texts opens ( the window is open 24 hours since the last message from the user), which allows you to create chat bots, provide support, etc., but does not allow you to send anything.
Unlike Viber, a business account has its own phone number. WhatsApp sells this through partners who can charge 20-30 thousand rubles a month even with a minimum amount of traffic.
Viber . Viber has two different services: Viber Business Messages (Viber Services) and Viber Public Accounts (VIber Bot).
The second is similar to Telegram: you can create a Public Account, users can subscribe to it, after which they can write messages. But instead of a phone number, users are identified by some id.
The first one is similar to WhatsApp: you can send it to a phone number, although spam is prohibited, but technically there are no special restrictions on this (but already with 5% of users complaining, there will be a ban that cannot be bypassed simply by changing the number, because a business account and a number then there is none). But there are also templates, messages based on approved templates are considered transactional traffic and are cheaper. This Viber sells only through partners, there is a limit on the minimum monthly price tag, which will be prohibitive for small online stores. Plus, the popularity of Viber in Russia is not very high and continues to fall.
Summarizing all of the above: sending to messengers by phone number when creating a new order is either impossible or unreasonably expensive compared to regular SMS.
There are also less legal ways for WhatsApp, based on imitation of work through the WhatsApp Web browser client, their price is much lower than the official method, but all of them are fraught with a ban from WhatsApp, so it’s definitely not worth playing on the live number you need.
In the case of Telegram, you can also try to cut interaction based on a regular client (it has an open code), including searching for accounts by number (if the user has not prohibited this with privacy settings), but with an active search by phone number, Telegram will quickly ban you.

For WhatsApp, I found this plugin https://woonotif.com/#integration . To be honest, I thought that messengers do not allow doing this to fight spam, but there is probably an open API after all.

Now every second SMS aggregator can send messages to Viber, WhatsApp and Telegram. You just have to find someone who suits you, buy a pack of messages, and pull the appropriate link with each order.
