How to send goods from Bitrix24 (from a transaction) to a telegram bot via an outgoing Webhook?

There are transaction details in Bitrix24, I send this data to the telegram bot via an outgoing Webhook. But for some reason it is not clear how to send a list of goods to the bot.

Telegram bot, subscribed/identified user, sending from Bitrix24 to your bot or the bot requests itself from bitrix24 via cron... What is the difficulty? What exactly is not working for you?
