How can I make sure that a letter to the admin arrives as soon as a new order appears, regardless of whether it is being processed or not.
If you use cash payment, then the order automatically becomes "in processing" and notifications come immediately.

Today I talked with the ROBOKASSA TP - alas, there is no official plugin, they give a link to https://wordpress.org/plugins/tags/robokassa/
In addition, if the site has a certificate (using https), then in the ROBOKASSA settings instead of http:/ / you must use https:// - then notifications of successful payments are correctly processed by wordpress.
And if after a successful payment you will be "thrown out" to "order not found", then try changing WooCommerce - Settings - Payments - in the "Checkout process" section - "Forced checkout protection"
