How to send crypto to an address?

Hello.
I generated a wallet and I have its address and private key, how can I send money from this wallet to another one?
I didn't find the answer to my question in the API description. I looked at different APIs: ETH, BTC, Doge

Can you explain where to get tx_hash from? I understand that in this hash all the data for sending the payment (amount, address)?
How to create "under the wallet" (proxy wallet), that is, the wallet in which all the money is, and there are more addresses to it.
I saw this somewhere, there was a main wallet and 3 under it, on the main one I see the sum of all balances and I can manage it, but on under wallets only the amount that was sent to them and I can’t withdraw more than they received.
