That is, what you need, you need a device (modem or android program on the phone) that, upon an incoming call or SMS, will send data (the fact of the call or SMS text) to the site using a protocol available for processing in PHP.

There is no PHP protocol.
Isn't it easier with such knowledge to simply use someone else's solutions (SaaS, providing access via API)
