How to send a text message in Skype?

The task of creating a universal web-IM has arisen. To solve it, you need to find the possibility of sending ordinary text messages to a given Skype account from your program.
Is there such a possibility? A quick googling didn't turn up a positive answer. Apparently, the protocol is closed and there are no alternative possibilities? However, it seems that ordinary text messages are easier to convey than a voice. Your thoughts?

developer.skype.com/ here Public API. I don't think Skype has anything else for free.

It seems that everything has already been written imo.im , which means that technically there is a possibility. Although it seems impossible to call Skype there, you can transfer the file.
