How to send a photo to all bot users?

I'm using the telegraf.js library and I'm looking for a way to send all bot users a text message with an attached image. I can't find the correct method. You can send only photos or only text. Another issue is image loading. Do you have to upload a new photo for each message? There is no way to preload an image and send a link, as is done in VK?

Yes, for each new mailing, you will most likely have to upload a new image.
Note: I uploaded a picchu, made a mailing list for 20k signatures, was pleased with myself, started answering clients. Repeat again and again
