How to send a notification in Bitrix 24 when a field changes?

In Bitrix 24 CRM->Deals if a certain field with the list type. As when changing only it to a certain value, a notification was sent to some users.

Example: a user logged in and changed only this field, then other users receive a notification that such a field has been changed to this value. BUT when changing other fields, the notification will not be received.

1. create a BP to change the deal,
2. add the "Condition" block inside,
3. in the left branch of the condition, select the required field and select the "Was changed" condition.
4. Add the "User Notification" block to the left branch, specify the recipients and the text of the message. This block sends a notification to the bell.
