No, fields cannot be blocked.
What can be done? Create via api a non-user editable field - Status.
Make a BP that will change both statuses at once, it will be he who will be responsible for the transitions.
Make a BP that, when changed, will check the correspondence of the real status with the status in this field, and if they differ, set the real status to the status from the field.
Where there will be difficulties:
1) Robots and triggers, there you will most likely have to either refuse or reconsider the strategy.
