Sending bank cards by most methods such as DHL is prohibited.
But in practice, the same Russian Post (you can choose the type of departure of the required reliability) and EMS do not control this. And EMS is much cheaper than DHL.
You can also look at courier services like PonyExpress, SPSR, UPS, the list is endless.
