How do IT companies find a niche in enterprise development?

I noticed that a large number of companies are engaged in areas that are quite peculiar.
Development of software for ports.
Development of software for elevators.
Development of a document management system at agricultural enterprises, etc.
Those. conventionally, an ordinary person does not even know that there is money in this area and enterprises are ready to pay huge sums of money for certain solutions.
So the question is, how do these IT companies find their niches? Where do programmers get expertise in this area?

As a rule, a company does its own milking, and at the same time it is a seaport ... Over time, a competent manager understands that all ports are the same, but only we are cool in automation. The department is separated into a separate company and the port owner is no longer the customer himself, but one of the customers...
Everything is the same, but only initially the company is external... I made an order and realized that it was worth digging and reusing developments here.
Option 3. The founder of such a company worked on some projects, as described above, but the company locked itself in the main customer and did not follow the trend... That's it :)

For example, they are first made to order. If they see demand, they develop a circulation solution.

An ordinary person does not even know that you can build entire clearing corporations from simple cleaners ....
So it is obvious that if it is now the 21st century (the second decade is already ending), that almost any enterprise more or less strives to automate itself.
And the larger the enterprise, the more financial opportunities it has for this and the greater the need for automation for it.
Moreover:
Actually , the use of computers in ordinary civil affairs began precisely with this - with automation.

In the beginning, you solve at least somehow a special problem in some area.
So you get some experience in the form of developers, brains, documentation, code.
Then it becomes clear that others have similar tasks in this narrow area.
You are trying to create a business process for solving such typical tasks.
Get even more experience in this area.
But there are also processes of loss of some knowledge associated with the loss or arrival of people.
