1. Yes, at least on Wordpress with WooCommerce
2. In the access settings on Youtube, set access only by link, in WooCommerce you create a digital product with this link and when it is sold, it will be sent to the client.
But there is a BUT:
Anyone can re-upload the video to the public or distribute links to everyone.
"Preferably free or null scripts."
Without investing money, you will not earn anything.

The most stubborn can get crazy, download and re-upload somewhere. Just don't say that you can protect yourself from video downloads :)
