How to sell a copy of a site legally?

I have a site. There is a buyer who wants to buy a copy of the site with improvements. The buyer is from Belarus. How can I legally sell it and write a declaration without too much trouble? Does it somehow affect that the buyer is in Belarus? Can I just make a regular development contract?
