How to see what slows down Ubuntu shutdown?

Replace
GRUB_CMDLINE_LINUX_DEFAULT="splash quiet" with GRUB_CMDLINE_LINUX_DEFAULT="" in /etc/default/grub
Then do update-grub
Log will be output on system startup. You will see exactly where it freezes, since the problem may well be on the side of the iron.
The same data can be viewed in the logs, but it's easier this way.
PS: Disable these services: NetworkManager-wait-online.service and systemd-networkd-wait-online.service anyway, because they make no sense.
