How to securely receive payment on PayPal without getting blocked?

Reading various questions and forums on PayPal, I came across that many people had their personal accounts blocked, some almost immediately, some after lengthy transfers. And there were people who still sell services on a personal account, and no one blocks them. Somewhere on the official website I read that it is still allowed to receive payment on a personal account, but as I understand it, not in large quantities.

1. When and why does this blocking come, and how to be safe and sell an electronic product on PayPal?

2. Due to a very unstable and small income, I do not plan to register as a self-employed or individual entrepreneur. In this regard, the question is, how would it be better to receive payment on PayPal, through a personal account, for fear of blocking for commerce, or register a business account (if it is possible, of course, without having an IP)?

3. While writing the question, I stumbled upon "PayPal verification through the euroset" can you elaborate on what kind of verification it is and what it is for, and after what does this verification requirement come? If I already wrote a passport on the PayPal website, do I need it?

1. The short answer is complex anti-fraud algorithms . In practice, a variety of factors are taken into account. Just as an example, sometimes it is enough to log in from an IP address from an atypical region. Well, with any complaint, they can also, for example.
2. An important point - API and other automation tools for receiving payments are not available on personal accounts. In the Russian Federation, without an individual entrepreneur / legal entity, a business account cannot be opened.
3. You don't need to verify anything in advance. Upon reaching the legal limit for simplified-identified wallets (200K/month, EMNIP), full identification will be requested. So it was a year or two ago, maybe you can already identify in advance.

If the PayPal account is on the IP of the Russian Federation, and the withdrawal to the bank Point for example.
That payments can be accepted from individuals and legal entities foreign and Russian? Without concluding an agreement between that and that type, and without a CCP (if a payment came from an individual)?

1 Usually depends on the amount and if the account is fresh
2 Nothing needs to be decided
3 there are no such verifications

For verification, upload your passport and anything else that is required - do not be lazy to call support and ask if you have done everything for verification.
paypal in Russia allows you to accept payments to an individual's account, including with the help of automation (we have been using it for more than a year), we
send it for payment through a redirect to a link like

https://www.paypal.com/cgi-bin/websc?cmd=_xclick&...

In the account settings, we specify the URL address of the handler in order to receive automatic IPN notifications about payments.
Often, many people write that accepting payments on an individual account does not work - even paypal support itself responds this way, and all because paypal has different restrictions on countries - in some countries it really needs a business account, but in Russia, accepting payments works on individual account.

It is better not to sell digital goods through PayPal. According to PayPal rules, they only protect buyers, not sellers.
And buyers can deceive sellers in an elementary way: go to Paypal through VPN, pay for the goods, receive, write to Paypal that they did not make the purchase. The money is returned to them from your account, the goods are already with them.
If you managed to withdraw money from the account, then you will need to replenish the account, otherwise it will be in the red. When withdrawing, you will lose money on the difference in rates, when you enter, too. As a result, you get nothing, but only lose.
If you are deceived like this several times, then Paypal will not block the violators, but you. Because you are "problematic" in their opinion.
Blocking is not subject to appeal. Money from the account will be returned to you 180 days after blocking.
After such a history and hassle, I do not advise anyone to contact them.
