How to save hdparm settings?

I put a second hdd in the laptop, it is not needed all the time, but the spindle is constantly threshing. each reboot, the hdparm parameter is reset, how can I save it or should it be added to autoload?
If you need to add to autoload, then how to allow hdparm to act without entering a sudo password?

The easiest way is to put this line in /etc/rc.local. On systems with systemd, you either need to make your own unit or see if the distributor provides a compatibility layer and rc.local is also there.
Everything that will be called from here will be called on behalf of root, so no sudo is needed, there are enough rights.
