No way (in any case, I have never seen such a function in any of the versions). This format is not supported by the package. Icons in ICO have always been made with special icon creation software (after all, ICO is just a container containing several sizes of PNG icons).
The options are as follows:
a) Look for the plugin/script. Under Fsh they are, under AI I don’t know.
b) Use programs for creating icons, there are many different ones (for example, Axialis IconWorkshop Pro).
c) Use online converters, there are also a lot of them.
