How to save a catalog in pdf so that it scrolls smoothly?

I save the catalog in pdf format in Illustrator. The problem is that it scrolls page by page. To scroll smoothly, you have to click on the "allow scrolling" icon. On other pdf files, it is immediately activated. Can it be done also? And then many people do not even know about this button, and scrolling delivers a lot of inconvenience.

as an option, insert the ai-file into indesign and export interactive pdf, which will already have this particular setting - how exactly do you want the pdf to scroll (plus many other cool goodies that are only in the pdf settings in indesign)
