I solved it this way: through the Tasker app.
Everything is set up the way you want.
1) Once every 15 minutes, looking for a familiar wi-fi. If he finds it, he turns it on and everyone uses it. If not, then cuts down, waits 15 minutes. Saves battery and no need to manually cut down.
2) When I launch the necessary applications (opera, google maps, dropbox), the switch works:
OnAppLoad do:
- Search WiFi. If no WiFi:
Turn on 3G.
OnAppClose
- Turn off 3G.
All. Just what you need. And you don't need to recompile the kernel :D
Android CONSTANTLY uses the Internet. Every 5 minutes, some fucking app will be asked to go away. And you won't stop it. Did you just buy a phone yesterday? You will know :)

I don't think it's possible to implement this without iptables, and, moreover, it's not about the firmware (on android it is understood that the kernel is not included here), but in the kernel.
