How to safely change console codepage encoding in Windows 10 or in JDK 1.8?

When executed in the Windows 10 java.class console, the Cyrillic text pops up as a blurry character. There are no such symbols even on the smartphone keyboard. Console codepage 866, jdk (version 1.8) - cp 1251.
I am a beginner, more precisely 0, in computer science and programming. I tried to google: entering the command line chcp 1251 does not change anything, making changes through the registry, according to various forum members, advisers, can cause system errors.
Nothing fatal, but I want to start getting acquainted with programming through the console. How to safely change codepage encoding either in Windows 10 console or jdk (JVM)?
