There is a dedik on ubuntu 18.04 put the xubuntu shell there. I downloaded the Windows image and tried to install it on a virtual box.

I ran, though a very long time ago, windows xp on a very weak vps-ke (openvz) without a virtualization module, using software emulation of the processor using qemu (not to be confused with kvm).
Get ready for a 10x slowdown on average. Therefore, I strongly recommend that you first configure the system image on a fast machine with virtualization support, and then ready to upload it to a vps-ku. Be sure to install the guest OS drivers, and enable virtio support in the virtual machine (I ran from the command line without managers with gui, so everything was simple).
