I have a simple html file with js files connected to it. From under the file system, this thing does not want to work, as I understand it, you need to run some local server on your computer? If yes, please tell me which one?

In general, in a simple case, everything should work from the disk. The only thing is that there are jambs indicating the path to the files - specify correctly.
If you have AJAX requests, then for example DENWER will help you (de facto for developers on Windows).
