How to run "Grand Theft Auto: San Andreas" on "Windows 8.1"?

I want to play "Grand Theft Auto: San Andreas - Multiplayer", I downloaded "GTA San Andreas" itself and at launch there were already 2 errors:
"Windows could not apply the required changes.
An invalid Windows component name was specified as a parameter.
Error code: 0x800F080C".

And another error:
"Grand Theft Auto SA requires at least DirectX version 9.0".
Googled a lot, saw different ways, they say install the latest DirectX, .net Framework.
I downloaded DirectX from the Microsoft site, clicked install and it says:
"A newer and equivalent version of DirectX is already installed. No installation is required."
I checked, DirectX is version 11.
Okay, let's move on, I downloaded the .net Framework 4.5 from the Microsoft website.
When you install the following text:

"Microsoft .NET Framework 4.5 is already part of this operating system. Installation of the .NET Framework 4.5 Redistributable is not required.
The same or a newer version of the .NET Framework 4.5 is already installed on this computer."

Also, I set GTA SA compatibility to: Windows XP (Service Pack 3), Windows 7, Windows XP (Service Pack 2), Windows 98 / ME.
It didn’t help either, then I found another way along the way:
Control Panel-> Programs-> Programs and Features-> Turn Windows features on or off.
Go in and enable the DirectPlay component (Legacy Components->DirectPlay), but I don't have a "Legacy Components" tab and therefore no "DirectPlay" component.

I also downloaded all Windows 8.1 updates through Windows Update, nothing helped.
Reinstalling Windows is not an option! Downloaded different versions of the game, did not help!
What to do, need help!

Try this package for DirectX: DirectX Web Setup - it ignores the current version of the installed direct and downloads all the necessary libraries. Including - from DirectX 9.x
