Essence of the question: I am developing on Ubuntu: I run docker containers with the make up command, everything works great.
How to reproduce the same thing under Windows? Installed Toolbox, made a virtual machine, but what next?

Use Docker for Windows, you don't need to create a virtual machine there. Build containers with docker-compose build && docker-compose up -d
