How to run console in YII?

How to run yiic.bat or .php if I have Yii on hosting? I just spent half a day figuring it out, but I still didn't understand anything.

What prevents you from installing a web server on your computer, or just php and running the console?

go to the folder where yiic is located
then run
php yiic
